The Capital Investment Network (CIN), was founded in 2015 by Stephanie Andrew and Peter Elkins. We are a BC-based organization dedicated to connecting, strengthening, and growing the angel investment community to facilitate the flow of investment capital into promising nascent and demographically diverse businesses. The goal of CIN is to act as a medium for fostering connections with other investment groups and like-minded individuals and improving access to more resources and opportunities to strengthen the local investment community.
Our vision is to enhance the deployment of smart capital from and in the region, improve access to investment opportunities and facilitate the flow of capital to great businesses. Our team at CIN and network of investors are key advisors with decades of experience in raising capital and growing and exiting companies from various industries. Our team includes founders with successful exits, high-impact angel investors, business leaders, and all who have a passion for developing Victoria’s investment community.

James co-founded GenoLogics, grew a great team, raised Venture Capital, and sold genomics systems into pharmaceutical companies, biotechs, and hospitals in North America and Europe. James lead the GenoLogics product efforts and market strategy. GenoLogics was recently acquired by Illumina, the world leader in Human Genome Sequencing.
James recently co-founded ChatterBlock, a local web company for parents in cities throughout North America, and is involved in many other Victoria start-ups, angel investing, and keen to give back to the Victoria start-up and technology scene.
Executive Director and Co-Founder
Stephanie Andrew is the former VP of Finance at TIMIA Capital. Previously Stephanie was Associate Partner, Diligence at Espresso Capital, an innovative financial firm that provides tax credit and recurring revenue financing to growing technology companies. At Espresso, Stephanie led due diligence and risk assessment efforts on over 100 corporate debt/equity financings ranging from one hundred thousand to several million dollars and was actively involved in shaping the company’s credit scoring methodology and compliance practices.
Stephanie is an active investor in early-stage companies, a Client Advisory Board member with the University of Victoria’s Innovation Centre for Entrepreneurship program and a former Board member with the CFA Society Victoria. Stephanie completed an MSc in Molecular Biology and Medical Genetics at the University of Toronto, an MBA at the Schulich School of Business and is a CFA charterholder.
Richard Egli is the Managing Director of the Alacrity Foundation, a venture builder that invests in and supports entrepreneurs creating thriving technology companies. Richard spearheaded Alacrity’s Investor Readiness Program, which brought $225M of investment into the BC technology sector. He currently runs the Clean Tech Scale Up program connecting BC Cleantech companies with global export and investment opportunities in rapidly developing areas. Richard also manages the strategic direction and operation of the foundation, and sits on the advisory boards of multiple technology startups.
Richard is an active investor in technology companies and real estate projects. He has led real estate development projects with values upward of $50M across Western Canada and the U.S. He continues to source and provide unique work spaces in the growing technology community of Victoria.
Richard holds a B.Com in Entrepreneurship from Royal Roads University and a MBA from the University of Victoria with a specialization in real estate, venture capital, and finance.
Paula has an Honours Undergraduate Science Degree from University of Toronto and a 20 year career in industry and government. For many years she has channeled her passion and energy into supporting those who are vulnerable“at the edge” and need small, immediate, and unconditional assistance to remain educated, safe and in control of their lives.Paula is a founding member of the Women’s Equity Lab that won the 2019 Investor of the Year at the Viatech Awards.
Paula is a current Board Director of Craigdarroch Castle and the United Way of Greater Victoria. She lives in Victoria, is happily married for 40 years and has 2 grown children which she calls her Vancouver Child and her Zurich Child. :-) For fun she has taught yoga for the last 20 years.
Shaun has collected 15+ years of progressive operational experience in Senior Leadership roles within E-commerce Marketplace, Software as a Service (SaaS), and Design and Development companies.
Shaun built businesses through bootstrapping and raising capital, has been through multiple acquisitions, and has deep operational experience in early and late stage tech companies. He has held several progressive roles including CEO of SilkStart (acquired), Director of Sales & Account Management @ AbeBooks (acquired by Amazon), and CEO of FillZ (acquired by AbeBooks).
Shaun was an Amazon Bar Raiser and is passionate about helping individuals and purpose driven organizations grow and realize their potential. You'll find Shaun helping entrepreneurs navigate the early stages of their business where he selectively advises and/or invests in early stage companies.
Jordan started his career in high school, working at his family grocery business, Quality Foods. After spending 10 plus years managing his first Quality Food store in Courtenay, he was promoted to VP of Store Operations for the South Island region. He later went on to opening numerous award-winning stores and managed various business aspects until it was sold. Jordan is an expert in understanding what it takes to manage award-winning stores and truly understands the ins and outs of running a business.
Jordan has recently founded Care2talk, a local mobile app designed to create an easy-to-use video chat tool for those with cognitive decline or other impairments. Care2Talk identifies a gap in services available to connect seniors or individuals with dementia/cognitive disabilities with their caretakers, family, or friends. It’s a video technology platform that is easily accessible and the most secure product on the market for care facilities.
In addition, Jordan is currently the VP of Operations at Capital Investment Network and has spearheaded many successful fundraising campaigns while building strategic partnerships, contributing to its significant growth. He has organized countless successful educational/pitch events that have connected angel investors with entrepreneurs, strengthening and giving back to the local tech community.
Nagma holds a Bachelor of Commerce Degree and a double specialization in service management and entrepreneurship from Gustavson School of Business. During her time at Gustavson School of Business, she was the President of Young Women in Business. She led and organized countless educational programs and networking events that connected female students with ambitious women to help them step into the workforce or grow their business with the proper set of tools and knowledge to reach their fullest potential.
In addition, Nagma has co-founded an e-commerce company that promotes sustainability and helps individuals reduce their carbon footprint by replacing their single-use face pads with alternative, reusable organic face pads.
